Purified water 42.30 g, glycerin 1.50 g, propanediol 1.50 g, Phyto De-Puffing Complex 2.00 g as an example level per CoA, caffeine 0.50 g, hydroxyethylcellulose 0.50 g, sodium hyaluronate 0.10 g, panthenol 0.75 g, allantoin 0.10 g, eye-safe preservative 0.40 g, sodium citrate solution 0.35 g. Dissolve caffeine in warm water and cool. For Phyto De-Puffing Complex, disperse cellulose and hyaluronate in the glycols, add the water and hydrate. Add the complex, panthenol, allantoin and preservative below 40 °C. Adjust pH to about 6.0.
