Purified water 84.40 g, glycerin 3.00 g, propanediol 3.00 g, IO Eye and Face Active 3.00 g as an example level per CoA, caffeine 1.00 g, sodium hyaluronate 0.30 g, hydroxyethylcellulose 0.80 g, panthenol 1.50 g, allantoin 0.20 g, eye-safe preservative 0.80 g, sodium citrate solution 2.00 g. Dissolve caffeine in warm water and cool. Disperse cellulose and hyaluronate in the glycols, add the caffeine water and stir until clear. Add the active, panthenol and allantoin below 40 °C, then the preservative, and adjust pH to about 6.0.
