Purified water 86.40 g, glycerin 3.00 g, propanediol 3.00 g, IO Skin Comfort Moisturizing Active Liquid 3.00 g as an example level per CoA, hydroxyethylcellulose 1.00 g, panthenol 1.50 g, allantoin 0.20 g, menthyl lactate 0.10 g, preservative 0.80 g, sodium citrate solution 1.00 g. Disperse cellulose in the glycols with menthyl lactate, add water and hydrate. For IO Skin Comfort Moisturizing Active Liquid, add the active, panthenol, allantoin and preservative below 40 °C. Adjust pH to about 6.0.
